Xian4 zai4 ji3 dian3?

What are these numbers? 

Xian4 zai4 = Now (currently)
ji3 dian3 = what time

What time is it (now)? in Chinese is really very simple. "Xian4 zai4" can mean now or currently. "Ji3" is a counting word used in many questions that ask for an amount of something. "Dian3" literally means "dot". So asking What time is it (now)? is something like asking How many dots?

By the way, "Dian3" is also how Chinese say the "dot" in ".com"!
