ying1wen2 = English language
ma5 = question particle
Can you speak English? formed by saying You can speak English and then putting the question particle "ma5" at the end. In Chinese, the word order doesn't change when you ask a question. Instead, the question particle "ma5" is used.
(Note: Not all questions use the question particle "ma5" at the end. Words like who, what, where, when, why, etc. are questions words in and of themselves and so "ma5" is not needed at the end.)
