shuo1 = speak
zhong1wen2 = Chinese language
ma5 = question particle

Can you speak Chinese? formed by saying You can speak Chinese and then putting the question particle "ma5" at the end. In Chinese, the word order doesn't change when you ask a question. Instead, the question particle "ma5" is used.
